What Does FDA Registration Mean?

FDA facility registration is a federal requirement, established under the Bioterrorism Act and
expanded by the Food Safety Modernization Act (FSMA), for any facility that manufactures,
processes, packs, or holds food intended for consumption in the United States. A registered facility
is listed in the FDA’s food facility database, subject to FDA inspection authority, and required to
renew its registration every two years.
For a 3PL, that means:

• The facility is on record with the FDA as a location that handles food products
• The facility is subject to FDA inspection at any time
• Registration is renewed biennially, keeping the facility’s status current

Is FDA registration the same as FDA approval?

No. The FDA doesn’t “approve” warehouses or 3PLs. Registration means a facility is on record with
the FDA and subject to its inspection authority, not that the FDA has certified, endorsed, or
approved its operations. Any 3PL claiming to be “FDA approved” is describing something the FDA
itself doesn’t grant.

How is FDA registration different from IFS Logistics certification?

FDA registration is a federal listing requirement: a facility registers itself and renews every two
years. IFS Logistics certification is a separate, voluntary, GFSI-recognized standard, audited
annually by an independent third party against a detailed set of food-safety controls. Acción holds
both. FDA registration is the baseline federal requirement, while IFS Logistics certification provides
